When to close the Schools?

Here's a math problem I just helped a friend solve: if NYC schools close when the 7-day average is over 3%, and the current avg is 1.3% but today's daily rate was 3.25%, and will probably increase, when should she bring her stuff home from school to work from home?

What other mathematical aspects of this caught your attention? What do you wonder about the situation?
